Community and School Engagement
House Bill 5 (HB 5) of the 83rd Texas Legislature Regular Session added Section 39.0545 to the Texas Education Code (TEC). TEC §39.0545 is a local evaluation requirement that gives districts an opportunity to showcase areas of excellence and success that extend beyond state assessments, as well as recognize areas in need of improvement and set future goals valued in the community.
Since 2014, each school district has evaluated itself and each of its campuses in all eight components of CaSE. Districts must assign one of four performance ratings – Exemplary, Recognized, Acceptable or Unacceptable – to the district and each campus for overall performance, including the following categories:
Wellness and physical education;
Community and parental involvement;
21st Century Workforce Development program;
Second language acquisition program;
Digital learning environment;
Dropout prevention strategies; and
Educational programs for gifted and talented students.
House Bill 2804 (HB 2804) of the 84th Texas Legislature added CaSE ratings to the state academic accountability system. Under the requirements established in TEC §39.0546, each district and campus must annually choose three CaSE components for this purpose. Brenham ISD has chosen the following three CaSE components:
Digital learning environment; and
Community and parental involvement.
Each district must evaluate itself on the three selected components and assign a letter grade of A, B, C, D, or F for each and for overall CaSE performance. Each campus must also evaluate itself and assign a letter grade of A, B, C, D, or F for each of the three components and for overall performance. These letter grades will become part of the district and campus state academic accountability ratings.
